Taking into account the progress in development of the multi-processor computational technique, as well as the need for working out of the multi-purpose applied software which finds itself beyond the range of activity of ICAD RAS, Russian Academy of Sciences (RAS) and Department of Science and Technologies (DST), Government of India, while developing the efforts of ICAD RAS and C-DAC, came to an agreement on bringing this collaboration to the much higher level. With this aim, on November 20, 1998 President of RAS Academician Yu. S. Osipov and Secretary of DST Professor V.S. Ramamurthy have signed “Program of cooperation in the field of advanced computing research” which was supported from the Russian side by the Ministry of Science of RF and the Foreign Ministry of RF, and from the Indian side – by the Department of Electronics, too. Envisaged within the frame of this program is creation on the Institute’s basis of the Russian-Indian Centre for Advanced Computing Research (RICCR).

The autonomous non-commercial organisation “Russian-Indian Centre for Advanced Computing Research” (RICCR) was founded in accordance with documents signed in December 2000 on the intergovernmental level.

The Centre was created with the aim of development of scientific and technological collaboration, as well as activity in scientific research and development of the program codes in the following principal fields:

-   fundamental and applied software for high-speed computers with parallel architecture;

-   seismic data processing ;

-   weather forecasting and climate modelling;

-   financial modelling;

-   numerical modelling and research in the field of  mechanics of continua, plasma physics, physics of high-power shocks and detonation waves

-   ecology

-   geology and geophysics

-   medical applications

-   forest fires

-   and some others

 

 The following institutions are the Centre founders:

  • Centre for Development of Advanced Computing of the Republic of India (C-DAC)

  • Institute for Computer Aided Design, Russian Academy of Sciences (ICAD RAS)

 Elected as the President of RICCR is Academician of Russian Academy of Sciences, Lenin Prize winner Belotserkovskii Oleg Mikhailovich.

 

 Both Indian and Russian sides provided financial support to the Centre for running expenses during the initial year of its incorporation. The Centre infrastructure needs were looked after by Russian side and the technical activities jointly by both sides.

I.   The most important results of research conducted in accordance with treaties and contracts                      up

 

On March 20, 2001 an Agreement between RICCR and ICAD RAS ¹1-2001 on “Development of applied software for PARAM-10000” was signed. The work as per the Agreement was done in time and with a good quality.

On March 29, 2001 the four Contracts between the Centre and C-DAC were signed concerning the carrying-out of the following Projects supported by DST of the Indian Government:

A.  Joint research of RICCR and C-DAC in the field of computational aerohydrodynamics.

B.  Joint research of RICCR and C-DAC in the field of seismic data processing.

C.  Joint research of RICCR and C-DAC in the field of parallel compilers.

D.  Joint research of RICCR and C-DAC in the field of modelling of the atmospheric processes.

 The joint projects are carried out by the scientists of Russia and India. Taking part in the projects within the frame of RICCR are: Institute for Computer Aided Design, RAS; Institute of Computational Mathematics, RAS; Institute of System Programming, RAS; Institute of Physics of Earth, RAS; Institute of Mechanics, MSU.

 

Four groups of scientists are formed and began to work intended to carry out the Contracts. The part of work concerning Quarters I, II and III of the Contracts has been carried out and presented to C-DAC and DST. The team of Russian scientists visited C-DAC on February 24, 2002 for continuation of the joint work according to the Contracts.

 

The progress in projects’ realization is discussed at the common sessions of working groups. With this aim, 5 research officers of C-DAC visited ICAD RAS and RICCR in August, 2001, while 5 research officers of RICCR visited C-DAC in February-March, 2002.

Beginning with July 2001 RICCR takes part in carrying out the complex program of the Presidium of RAS “Mathematical modelling and system programming for the provision of fundamental research”.

On the basis of the results of the Centre’s scientific research the demo-versions of software, as well as some informational materials have been prepared.

 

II.   The main results of scientific and organization activity                                                                                 up

 

1.   Brief information on the meetings, seminars, conferences.

1.1   The Centre’s President academician O.M. Belotserkovskii has conducted the report-presentations of the Centre at the assemblies of the Presidium of RAS and at the Collegium of Ministry of Science and Technology of RF. The presentation materials were given to the participants of ILTP session and of the Working Group at the meeting of Intergovernmental Commission on Information technologies.

1.2   Four scientific and scientific-methodical seminars were held with participation of eight Institutes of RAS, of seven State Universities, of 36 institutions from 23 cities of the Russian Federation.

 

2.   International activity. Meetings, visits, receptions.

2.1.   President of RICCR O.M. Belotserkovskii, Vice-President V.A. Gushchin and Dr. Yu.D. Shevelev visited C-DAC in March 2001. 4 Contracts on software’s development between C-DAC and RICCR were signed on March 29, 2001.

2.2.   A visit of research officers team (5 persons) from C-DAC, headed by Dr. S. Phadke, to ICAD-RICCR took place in June 2001. Common discussions were held, as well as joint work on “PARAM-10000”. Reports on 3rd Quarter as per the 4 Contracts were signed.

2.3.   On October 20, 2001 the Adviser of Department of Science and Technologies of the Indian Government, Mr. Y.P. Kumar visited RICCR, being accompanied by the shooting group which prepared a brief film about the Centre.

2.4.   On November 1, 2001 the representatives of the Working Group of Intergovernmental Commission on Information technologies (Ministry of Communication of RF) Y.V. Terekhov and A.I. Ulyanenko visited the Centre.

2.5.   On February 24, 2002 the Centre sent to C-DAC, Pune, India, the group of scientists (5 persons) headed by Dr. Yu.D. Shevelev for further work on the 4 Contracts, summing up the 3rd Quarter and presentation of perspective proposals from the Russian side.

2.6.   On February 26, 2002 HE Ambassador of India to RF Mr. Krishnan Raghunath visited the Centre.

2.7.   Current working meetings with representatives of various enterprises (Research Institute for Extreme Situations, IOSO Centre, etc.) were held.

 

III.   Organizational - practical activity                                                                                                                up

 

1.   Publishing and informational activity.

1.1   The Centre’s logo, letter forms and other official documentation were designed.

1.2   The presentational poster is prepared which is located at the conference-hall of the Presidium of RAS.

1.3   The booklet is prepared (6 sheets) containing the materials on the Centre, both in Russian and English.

1.4   The original-model of leaflet for polygraphic printing has been designed, both in Russian and English.

1.5   Demo-versions of applied software were prepared on CD.

1.6   The Centre’s WEB-site is developed both in Russian and English, located at the own domain of the Centre, the separate address of electronic mail is opened.

1.7   Prepared are:

-   material on the Centre, published in newspaper “Poisk”

-   article and photographic materials in the magazine of Section of informatics, computational techniques, RAS “Informational technologies and computational systems” has been published (¹2/3, 2001)

-   article by Academician O.M. Belotserkovskii about the Centre, has been published in the journal of Presidium of RAS “Science in Russia” (¹1, 2002)

-   information on RICCR was given by the radiostation “Voice of Russia” on October 23, 2001

-   A short documental film about the Centre was shot and shown on TV by Russian Tele-radio Company in September, 2001

-   On October 20, 2001, a short documental film about RICCR was shot by a shooting group of Indian TV and demonstrated on the eve of the Prime-Minister of India Mr. A.B. Vajpayee’s visit to Moscow.

 

2.      Information on the research subject-matters.

-   Flow of the incompressible viscous fluid about arbitrary planar pointed contour

  Development of the graphical postprocessor for the package of applied programs “3D-Flux”

-   Creation of the parallel algorithms for a numerical solution of the problems of continuum mechanics

-   Development of the algorithm of generation of a finite-element mesh on the basis of prescribed geometrical model of the object

-   Development of the complex of applied program and mathematical software for multi-processor computational complex PARAM-10000

-   Mathematical modelling of the atmospheric and oceanic processes

-   Research and development of the automatic compiler for transformation to parallel algorithms

-   Research in the field of processing if seismic data

-   Research in the field of hydroaerodynamics

4.   Business activity

4.1  The data base of applied software intended for commercialization at the foreign markets. is formed.

4.2  Conducted were the marketing investigations along the new direction of the Centre’s business activity: “Organization of visits – business and cultural programs”. The price-list is prepared, as well as an additional information for web-site. Gathered are the primary materials for databases.

4.3  Three two-day scientifically-practical seminars in cooperation with “Tesis” company were held.

3.1.Commercialization of the jointly developed product (hard & soft).

-   Spreading of supercomputers of C-DAC and the software product of Russian and Indian scientists over the markets of both countries and markets of the third countries.

3.2. Commercial use of the supercomputers of ICAD-RICCR:

- to grant computer time to commercial structures.

- to organize its own commercial activity with the use of computing powers available

3.3. Organization of seminars, conferences, exhibitions, presentations, the necessary office equipment is granted on lease, paid services of the Center personnel (full and part-time) are available.

3.4. Organization of receptions and visits

4. Support of the Center activities by founders and the Joint Committee.

 

4.1. To appoint the RICCR Vice-president from the Indian side to work permanently at the Centre.

 

4.2. Purposeful activities of Indian partners aimed at spreading of the information about the Centre and finding new partners for scientific and commercial collaboration, including:

-   With Hydrometrical Centre of India

-   The Ministry for Civil Defence, Emergency Management and Natural Disaster Response of India

-   The Ministry of health and Ministry of education of India

-   Other state and commercial structures of India

 

 

Premises

Due to Enactment of RAS ¹11600-597 of November 19, 1999 the Centre has received 500 square meters.

 Repaired and equipped with computational and organizational techniques are two office-rooms of the Centre (¹¹ 11-57). The computers are linked up to the local and Internet networks.

 

Repaired and equipped as a conference-hall for 70 persons is one of the apartments which were put for Centre’s disposal under agreement with ICAD RAS, having total area about 100 square meters. The conference-hall is equipped with modern sound system, plasma-screen, computer-projector. A buffet-services are available at the conference-hall.

 Equipment

 Prepared, co-ordinated, signed and registered in accordance with the prescribed order in the Real-Estate Agency of RAS Agreement ¹2oc-2001 of June 04, 2001 with ICAD RAS “On free-of-charge lending techniques”. The Centre has received supercomputer “PARAM-10000” for 10 years.

 

For operating with PARAM-system 10 working places (equipped with PC, printers, etc) were organized in the Terminal Hall and offices of the Centre.

The Centre has been equipped with FAX and telephone means of communication, e-mail, copying machine “Konica”, digital photocamera, scanner, machines for laminating and binding.

 

In order to boost its Research and Development efforts in Sciences and Business RICCR signed Agreements with a number of Institutions in Russia and abroad.

  • Centre for Development of Advanced Computing (C-DAC), Pune, India. Programme of Co-operation in the area of high performance computing technology and applications.

  • On the basis of supercomputer PARAM 10000 there was organized Centre of Collective Use (CCU).

The participants of CCU are RICCR partners.
