Since 1987 during 15 years the Integrated Long-Term Program of Scientific and Technical Cooperation of two countries, Russia and India is realized. The mutual benefit which brings cooperation in frameworks of ILTP is marked and appreciable.

The tendency of global development of science and high technologies, goes on a uniform cycle: idea – its scientific embodiment - creation of a ready product - promotion of the product in the international market - utilization of the product by the end user.

This process demands continuous support by experts of various directions: scientists - researchers, programmers, managers, economists, lawyers etc. In this aspect a problem of ILTP projects became absence of an organizational - administrative component at presence of high level scientists teams.

Time has demanded usage of new forms for the organization of scientific projects, since purely research collectives have no opportunity to carry out all necessary organizational functions. ILTP leaders have fully realized this problem and as the answer to requirements of time the decision on creation of the Russian - Indian Centre for Advanced computing researches was accepted.

 

The Autonomous noncommercial organization "Russian-Indian Centre for Advanced computing research" (RICCR) is created according to the documents signed at an intergovernmental level in July, 2000. The Centre was registered as the juridical unit on December 7, 2000.

 

According to the basic idea of founders of Centre RICCR should become multilevel Russian-Indian “bridge” for assistance in cooperation between the two states in scientific, technological, economic and humanitarian spheres.

 

The Centre is to solve the following tasks:

 Realization of scientific researches in the following basic scientific fields:

-          Fundamental and applied problems of algorithmic support of high-efficiency computers with parallel architecture

-          Seismic data processing

-          Weather forecast and modelling of climate

-          Economy, computer satellite systems

-          Numerical modelling and researches in the field of mechanics of continuous environments, physics of plasma, physics of powerful shock and detonation waves

-          Ecology

-          Geology and geophysics

-          Medicine

-          Forest fires

-          and also a number of others

·  Development of information technologies with integration of scientific forces of Institutes of Russian Academy of Sciences, branch scientific research institutes and educational Institutes of the Russian Federation and scientific - technological resources of Republic of India.

·  Promotion of the Russian and Indian scientific products and high technologies on the markets of our two countries and the markets of the third countries of the world.

·  In view of needs of the Russian side to promote purchase of computer facilities at our Indian partners on favorable terms and - or creation of computer complexes by joint team of the Russian and Indian experts.

Academician of Russian Academy of Sciences, Lenin Prize Winner Belotserkovskii Oleg Mihajlovich is elected The President of the Centre.

 

In frameworks of ILTP within the area "Computer sciences" there were executed more than 20 projects, organized 5 Russian - Indian exhibitions in Moscow at ICAD RAS, several groups of scientists and engineers participated in a scientific exchange.

As the result of almost 15 years of cooperation both sides have come to agreement about creation of the Russian-Indian Centre for Advanced Computing Research which enable to use Supercomputer PARAM for joint development of software.

In 1998 The secretary of Ministry of science and technologies, Government of India, Mr. V.S. Ramamurthy and the President of Russian Academy of Science academician Yu.S. Osipov signed “Program of cooperation” in the field of computer researches between the Ministry of Science and Technologies, Government of India and Russian Academy of Science. This program has designated the basic stages the further cooperation in the frameworks of ILTP.

 

Russian Academy of Sciences has made extremely important step for realization of specified Program, having accepted the Resolution ¹251 “Creation of the Russian - Indian Centre for Advanced Computing Research” followed by Resolution ¹293 of 16.11.99.

 

 

Within one and a half year huge work on preparation of necessary documents, their legal expertise by Russian and Indian sides was done.

In July, 2000 the first Meeting of  governing body of the Russian - Indian Centre - the Joint Committee, which has taken a number of organizational decisions, gathered and approved of the Charter of the Centre.

 

Some more months of hard work, including the Governmental structures of Russia, and in December, 2000 the Russian - Indian Centre was registered as independent legal structure.

 

 

Official inauguration of the Russian - Indian Centre was held on July, 3, 2000. In the ceremony took part:

1. The main research, technological and engineering works under contracts and contracts.

 

  In March, 2001 the Centre began practical scientific and organizational activity. Research activity of the Centre was held in the fields, authorized by the Joint Committee of the Centre.

RICCR participates in performing of some programs of Russian Academy of Sciences, and also carries out researches within the framework of contracts on scientific and applied software.

 

At the end of March, 2001 the delegation of the Russian scientists headed by President of RICCR academician O.M.Belotserkovskii, visited C-DAC. During the visit four Contracts on scientific development and research were signed ILTP.

-             Researches in the field of aerodynamics;

-             Seismic data processing;

-             Researches in the field of atmospheric sciences;

-             Development of the parallel compiler.

Finalization of the signed 4 contracts in 2002 was planned as follows:

The contract ¹483 “Researches  in area Hydroaerodynamics”

Works are completed in 2002, both parties are satisfied with the received results. Since the amount of work was increased, works were completed by November 2002.

 

C-DAC and RICCR have lead discussions and proposal of the Centre for signing new contracts for the same directions, but with expansion and development of tasks and planned schedules.

Thus, work begun within the framework of scientific ILTP Projects has received the concrete applied continuation within the framework of contracts between C-DAC and RICCR, i.e. the first experience in connection of two components of creation scientific product process was received: functional - scientific and organizational - administrative. Certainly, this experiment is not so significant by volume and there were many difficulties during work, but upon the whole work is completed with a positive estimation from both sides.

In 2002 the Centre carried out scientific researches under 3 contracts with ICAD RAS, and also took part in Russian Academy of Sciences Program “Mathematical modeling” and as a result of competition concluded 18 contracts on realization of both fundamental applied researches and development of software:

  1. Complex device of automatic differential diagnostics.

  2. Development of statistical models (methods of Monte Carlo).

  3. Development new parallel solvers within the framework of universal technology of parallel calculations.

  4. Numerical modelling of aerodynamics of flying devices.

  5. Numerical modelling of non-stationary vortical structures of compressed gas in ground area on the basis of multiprocessing computer complexes.

  6. Numerical modelling of a spatial supersonic flow of bodies on the basis of equation Navie-Stocks and Reinolds. Numerical modelling non-stationary flows of bodies at a trance and supersonic speeds with installation on PARAM.

  7. Modelling of stability of thin environments in view of initial imperfections on parallel COMPUTERS - statistical aspect.

  8. Geometrical modelling and construction of grids for objects of space engineering.

  9. Numerical modelling of non-stationary processes at burning gas and biphase mixes.

  10. Numerical modelling on the basis of bidimentional equations Navie-Stocks of a hypersound flow of Mars of space vehicle lowered on a surface in view of destruction of a heat-shielding covering.

  11. Research of modes of blood circulation in an organism of the person and a brain.

  12. The Decision of a direct problem of seismic prospecting with reference to search and investigation of hydrocarbons.

  13. Development of methods of the forecast of earthquakes on the basis of the analysis of thin structure of seismicity

  19. Studying of processes of interaction of ocean and an atmosphere and development of numerical model of the common circulation of Indian ocean.

  20. Numerical modelling of distribution of elastic waves in the non-uniform environment on the not structured grids.

  21. Numerical modelling of a flow of Martian space vehicle at descent in an atmosphere of Mars with use aerodynamic braking.

Within the framework of the Russian Academy of Science Program “Support for young scientists” RICCR signed the contract with ICAD RAS and has performed works on localization of the Program “WEB architecture” given by Indian firm «Excel Soft», Mysore, India. Teamwork proceeds.

 

2. The basic results of scientific - organizational activity.

 

The major event of 2002 in life of the Centre became incorporation of RICCR in to structure of Russian Academy of Sciences. Due to the Russian Academy of Science Enactment ¹153 of May 21, 2002. Russian - Indian Centre for Advanced Computing Research is brought in the List of scientific institutes and establishments of the Russian Academy of Science, Branch of Mathematical sciences.

3.  Brief information on the carried out workshops and seminars.

 

On April, 2002 the meeting of the 2nd course MIPT students with the Head of Faculty of Information technologies MIPT, Director of ICAD RAS academician O.M. Belotserkovskii and Deputy Director of ICAD RAS professor V.A. Gushchin was held. Academician Belotserkovskii told the students about the work conducted at the faculty and Institute for Computer Aided Design and answered students’ questions.

 

On May 7, 2002 Russian - Indian Centre of Computing Research was visited by Director of Research Institute of Ministry of Emergency Situations General - Major, professor M.A. Shahraman'jan and head of department of Research Institute of Ministry of Emergency Situations Colonel A.P. Popov.

During the meeting the agreement on Scientific-Technical cooperation between Research Institute of Ministry of Emergency Situations and RICCR was signed.

Demo-versions of the applied software developed by the Russian scientists were submitted to the visitors.

 

On May 28, 2002 Russian - Indian Centre of Computing Research was visited by Director of Central Aerohydrodynamic Institute named in honor of Prof. N. E. Zhukovsky professor Dmitriev Vladimir Grigor'evich and Deputy Director Dr. Bogomolov Vladimir Viktorovich.

 

During the meeting the agreement on Scientific - Technical cooperation between Central Aerohydrodynamic Institute and RICCR was signed.

 

On May 30, 2002 Russian - Indian Centre of Computing Research with working visit was visited by the Scientific Secretary of Branch of Mathematical sciences, Russian Academy of Sciences, professor Lavrov Igor Andreevich.

During the meeting professor Lavrov was informed about the work of the Centre, Supercomputer PARAM-10000 and demo-versions of applied software were submitted to him.

 

On June 19, 2002 Russian - Indian Centre of Computing Research was visited by delegations of IMASH of the Russian Academy of Science and Design Bureau “Hydropress”. The tripartite meeting was held for discussion of joint research and development.

3.    June 19, 2002. Threepartied Agreements on scientific and technical co-operation between the Russian - Indian Centre for Computing Research, Institute for Engineering of Russian Academy of Sciences, and Design Bureau “Hydropress”

 

4.    August 15, 2002. Agreements on scientific and technical co-operation between the Russian - Indian Centre for Advanced Computing Research and Vladikaukas Scientific Centre of Russian Academy of Sciences and Government of Republic Northern Ossetia - Alania.

 

5.    September 3, 2002. Agreement on research cooperation between Russian-Indian Centre for Computing Research and Unitary affiliated enterprise "Design agency of the informatics and hydroaucustics “Volna”.

 

6.    October 29, 2002. Agreement on granting authority between Russian-Indian Centre for Computing Research and Centre for information technology Ministry of Emergency Measures, RF.

Results of work as per agreements on scientific and technical cooperation in 2002.

 

In frameworks of “Agreement on scientific and technical co-operation” CIT, Ministry of Emergency Measures, Russian Federation and RICCR have started joint development of a skilled site of the Automated system of advisory service for the population on safety issues in extreme situations.

The purpose of the system - demonstration of offered technical decisions on rendering information services to the population and the organizations on safety issues in extreme situations on the basis of integration of the appropriate information resources, formation of uniform information space between controls of the Ministry of Emergency Measures, information and automation of their functioning regarding work with the population at federal, regional, territorial and local levels.

On the basis of computer facilities of RICCR creation of main informational-analytical centre began. On RICCR server the existing breadboard model of WEB-server of the developed system was installed, subscribers of a skilled zone were connected, their work with system was organized.

 

During realization of the Agreement on scientific and technical cooperation with ICM RAS the Centre and Institute have prepared draft of ILTP Joint Project concerning systems of data processing about Indian ocean for practical application.

 

Under the agreement with Design Bureau “Volna” there were made five projects for realization with the Indian partners

 

4. The international events, conferences, seminars, meetings, visits, receptions.

 

February 26, 2002 the Russian - Indian Centre for computing research was visited the Ambassador of Republic of India to Russian Federation His Excellency mister Krishnan Raghunath and Councellor, science and technology, Embassy of India to Russian Federation, Mr.  H.M. Saxena.

The visitors have examined machine and terminal halls of Computer Centre of ICAD RAS and RICCR, demo-versions of the applied software developed by the Russian scientists also were submitted them.

April 14-18, 2002 the Russian - Indian Centre for Advanced Computing Research with working visit for realization of negotiations was visited by the Adviser of Minister of Science and Technology, Government of India, the Coordinator of the ILTP, Dr. Y.P. Kumar and Dr. R.K. Arora, Executive Director C-DAC, Pune, India.

During this visit bilateral consultations under the contracts made between RICCR and C-DAC were carried out, and also plans for further cooperation were discussed.

 

October 11, 2002 the Russian - Indian Centre for computing research with working visit for negotiations was visited by Adviser of Minister of a Science and technology, Government of India, the Coordinator of ILTP, doctor Y.P.Kumar, Director DIPAS doctor V.Selvamurthi and Director AIIM doctor P.K.Dave.

During the visit bilateral consultations on possible directions of cooperation were carried out.

 

October 22-23, 2002 Moscow, RICCR took part in the First Russian - German Symposium on cooperation in the sphere of information-communication Technologies.

The information on the Centre is included in to the electronic catalogue of participants, negotiations with representatives of some Russian and German firms were carried out.

 

A number of German firms has shown interest during contacts with RICCR for joint researches and orders for calculations and development. The invitation to participate in 22-nd International Conference “Systems-2003”, Munich, Germany was received.

 

Visit of RICCR delegation to India.

 

November 4-17, 2002 visit of delegation of the Russian - Indian Centre for Computing Research to India (Bangalore, Pune, Delhi) was held

In December 16 - 22, 2002 the delegation consisting of President RICCR acad. O.M.Belotserkovskii and doctor V.L.Jakushev visited Bangalore, India where it took part in the 6th International Conference “HPC-ASIA-2002”. Academician Belotserkovskii read the plenary report “Mathematical modelling using  supercomputers: experiments and results.”

The WEB-site of the Centre in Russian and English languages is supported in actual condition.

An article about the Russian - Indian Centre in the newspaper “Economic Newspaper” October 20, 2002 was issued.

Data on the Centre have come into the Catalogue of Russian - German Symposium 2002 (item 101), October, 22-23 2002, Moscow.

Business activity.

 

The work at generating the databases of applied software intended for commercialization at a foreign market went on.

Expert testing and marketing researches (under the Contract ¹11/2002 of 01.10.2002) for promotion to the Russian market of the educational-methodical training program on IT (WEB-architecture and Web-design) were carried out.

 

6. The Centre Report.

 

In November 2002 during the visit of delegation RICCR to India 2-nd session of the Russian - Indian Centre for Advanced Computing Research Joint Committee was held. At the session following reports were delivered:

 

  •  the Report of RICCR President, academician O.M.Belotserkovskii about scientific activity of the Centre in 2000-2001 and about Main Fields of RICCR activity in 2002-2003.

  •  the Report of Executive Director L.I.Kornaukhova on organizational - technical and financial activity of the Centre.

 

Activity of the Centre is approved, Main Fields of activity of the Centre for 2002-2003 are authorized.

 

Incorporated into Russian Academy of Sciences structure RICCR presents reports on various aspects of its activity to governing bodies of RAS.

 

 

1. Scientific developments.

 

The scientific researches under Agreements, Contracts and ILTP projects.

- Continuation of teamwork with C-DAC, Pune in 5-6 scientific directions.

- Continuation of teamwork within the framework of existing ILTP Projects:

- A-8.9. Creation and development of the Russian - Indian Centre for Computing Research.

- A-8.10. Developments in the field of atmospheric sciences.

- A-8.11. Developments of parallel compilers.

- A-8.12. Developments in the field of computational hydroaerohydrodynamics.

- A-8.13. Developments in the field of the seismic data processing.

- To start works on newly authorized ILTP Projects

- A-8.15 works on creation web-servers in a mode of real time with use of Supercomputer PARAM-10000.

- A-8.16. Development of advanced models in the field of electronic business on base of PARAM-10000.

- Continuation of work on contracts within the framework of Russian Academy of Sciences Program “Mathematical Modelling”.

- Continuation of work within the framework of Russian Academy of Sciences Program “Support for young scientists”.

2. Participation in joint scientific development, tenders.

 

- Continuation of work on the pilot project of Ministry of Emergency Measures of Russia together with Research Institute for Civil Defence and Emergency Management, Russia.

- Participation in competition under the Federal Target program “Electronic Russia”

- Participation in the common scientific projects with scientists TSAGI.

3. Signing of Contracts with ICAD RAS for maintenance the computer facilities as federal property.

 

4. Accreditation of the Centre in Ministry of Science and Technology Russian Federation, getting the status of a scientific institute.

 

5. Complex of services:

Commercialization of the jointly developed product (hard & soft).

-       Promoties of supercomputers of C-DAC and the software product of Russian and Indian scientists over the markets of both countries and markets of the third countries.

-       Intermediary services.

Commercial use of the supercomputers of ICAD-RICCR:

-       to grant computer time to commercial structures.

-       to organize its own commercial activity with the use of computing powers available

a)      business projects of the Center;

b)      joint with Russian partners (Research Institute for Civil Defence and Emergency Management, Russian Federation);

c)      joint with foreign partners (ÅÒÍ, Pune, India, JSS, Mysore, India,);

 

Organization of seminars, conferences, exhibitions, presentations, the necessary office equipment is granted on lease, paid services of the Center personnel (full and part-time) are available.

-       free of charge – for institutes of RAS and other budget structures- partners of ICAD-RICCR

-       paid – for commercial and non-commercial structures by their request

 

Organization of receptions and visits

Business and cultural programs.

6. Organization of seminars, conferences, exhibitions, and also participation in the international exhibitions together with the Indian partners.

 

7. Support of the Center activities by founders and the Joint Committee.

To appoint the RICCR Vice-president from the Indian side to work permanently at the Centre.

Purposeful activities of Indian partners aimed at spreading of the information about the Centre and finding new partners for scientific and commercial collaboration, including:

-            With Hydrometrical Centre of India

-            The Ministry for Civil Defence, Emergency Management and Natural Disaster Response of India

-            The Ministry of health and Ministry of education of India

Premises

Due to Enactment of RAS ¹11600-597 of November 19, 1999 there was prepared, co-ordinated, signed and registered in accordance with the prescribed order in the Real-Estate Agency of RAS Agreement ¹1oc-2001 of June 04, 2001 with ICAD RAS “On free-of-charge lending premises”. The Centre has received 600 square meters for 10 years.

Repaired and equipped with computational and organizational techniques are two office-rooms of the Centre (¹¹ 11-57). The computers are linked up to the local and Internet networks.

The Centre is equipped with fax and telephony, e-mail, copiers Konica, digital camera, scanner, device for laminating and stitching.

In 2002-2003 are obtained in addition: personal computer "Note-Book", liquid-cristal monitor, more modern scanner.

 

Repaired and equipped as a conference-hall for 70 persons is one of the apartments which were put for Centre’s disposal under agreement with ICAD RAS, having total area about 100 square meters. The conference-hall is equipped with modern sound system, plasma-screen, computer-projector. A buffet-services are available at the conference-hall.

 

In the  premise  of  Computer  Centre  ICAD RAS - RICCR it is installed color plotter Hewlett Packard Design Jet 800.

 

Equipment

Prepared, co-ordinated, signed and registered in accordance with the prescribed order in the Real-Estate Agency of RAS Agreement ¹2oc-2001 of June 04, 2001 with ICAD RAS “On free-of-charge lending techniques”. The Centre has received supercomputer “PARAM-10000” for 10 years.

For operating with PARAM-system 10 working places (equipped with PC, printers, etc) were organized in the Terminal Hall and offices of the Centre.

The contract ¹6/2002 from 18.04.2002 with C-DAC on upgrade of supercomputer PARAM 10000 is signed. The contract is executed, works are paid completely and in the terms stipulated by the contract. For today productivity PARAM has reached 20 GFlops.

 

 

For increase the efficiency of the Centre activity in the field of scientific researches and business agreements on cooperation with a number budgetary and commercial structures in Russia and India were signed.

 

 

In Russia.

 

Agreements on scientific and technical cooperation with Central Aerohydrodynamics Institute, Institute for Computational Mathematics of Russian Academy of Science, Design agency of the informatics and hydroaucustics “Volna”, Research Institute of Ministry of Emergency Situations, Russian Federation, Vladikaukas Scientific Centre of Russian Academy of Sciences are made.

With three of these structures: Institute for Computational Mathematics of Russian Academy of Science, Design agency of the informatics and hydroaucustics “Volna”, Research Institute of Ministry of Emergency Situations, Russian Federation the Centre has concluded Agreements on granting the powers, giving to the Centre the right to represent these structures on commercial negotiations, bargains etc.

 

On the basis of supercomputer PARAM 10000 there was organized Centre of Collective Use (CCU).

In India.

 

1. The basic customer and partner RICCR in India is C-DAC, Pune. Both Centres signed the report from 13.11.02 in which were planned scientific directions for continuation of cooperation, and also mutual promotion of production each other in the markets of Russia, India and other countries.

2. RICCR has signed also “Expression of Interest” with the International Institute of Information Technologies, Pune. The parties have shown interest to an exchange of students and teachers in sphere of higher education.

3. In November 2002 was signed also “Memorandum of Understanding” between RICCR and firm “Excel Soft”, Mysore. The parties have expressed intention to start the project in the field of remote education and in common to work at the systems of management in education.

4. As a result of negotiations with representatives of the Indian Institute of Technologies, Delhi the both parties have agreed upon work in Joint ILTP Project “Mathematical modeling of processes in cardiovascular system of a man».

The Russian version of WEB-site was introduced in the Internet July 1, 2001.

The English version - January 20, 2002.

In 2003 the design of the Centre site is updated.

 

The site is supported in an actual condition.
