Since 1987 during 15 years the Integrated Long-Term Program of Scientific and Technical Cooperation of two countries, Russia and India is realized. The mutual benefit which brings cooperation in frameworks of ILTP is marked and appreciable.

The tendency of global development of science and high technologies, goes on a uniform cycle: idea – its scientific embodiment - creation of a ready product - promotion of the product in the international market - utilization of the product by the end user.

This process demands continuous support by experts of various directions: scientists - researchers, programmers, managers, economists, lawyers etc. In this aspect a problem of ILTP projects became absence of an organizational - administrative component at presence of high level scientists teams.

Time has demanded usage of new forms for the organization of scientific projects, since purely research collectives have no opportunity to carry out all necessary organizational functions. ILTP leaders have fully realized this problem and as the answer to requirements of time the decision on creation of the Russian - Indian Centre for Advanced computing researches was accepted.

 

The Autonomous noncommercial organization "Russian-Indian Centre for Advanced computing research" (RICCR) is created according to the documents signed at an intergovernmental level in July, 2000. The Centre was registered as the juridical unit on December 7, 2000.

 

According to the basic idea of founders of Centre RICCR should become multilevel Russian-Indian “bridge” for assistance in cooperation between the two states in scientific, technological, economic and humanitarian spheres.

 

The Centre is to solve the following tasks:

 Realization of scientific researches in the following basic scientific fields:

-          Fundamental and applied problems of algorithmic support of high-efficiency computers with parallel architecture

-          Seismic data processing

-          Weather forecast and modelling of climate

-          Economy, computer satellite systems

-          Numerical modelling and researches in the field of mechanics of continuous environments, physics of plasma, physics of powerful shock and detonation waves

-          Ecology

-          Geology and geophysics

-          Medicine

-          Forest fires

-          and also a number of others

·  Development of information technologies with integration of scientific forces of Institutes of Russian Academy of Sciences, branch scientific research institutes and educational Institutes of the Russian Federation and scientific - technological resources of Republic of India.

·  Promotion of the Russian and Indian scientific products and high technologies on the markets of our two countries and the markets of the third countries of the world.

·  In view of needs of the Russian side to promote purchase of computer facilities at our Indian partners on favorable terms and - or creation of computer complexes by joint team of the Russian and Indian experts.

Academician of Russian Academy of Sciences, Lenin Prize Winner Belotserkovskii Oleg Mihajlovich is elected The President of the Centre.

 

In frameworks of ILTP within the area "Computer sciences" there were executed more than 20 projects, organized 5 Russian - Indian exhibitions in Moscow at ICAD RAS, several groups of scientists and engineers participated in a scientific exchange.

As the result of almost 15 years of cooperation both sides have come to agreement about creation of the Russian-Indian Centre for Advanced Computing Research which enable to use Supercomputer PARAM for joint development of software.

In 1998 The secretary of Ministry of science and technologies, Government of India, Mr. V.S. Ramamurthy and the President of Russian Academy of Science academician Yu.S. Osipov signed “Program of cooperation” in the field of computer researches between the Ministry of Science and Technologies, Government of India and Russian Academy of Science. This program has designated the basic stages the further cooperation in the frameworks of ILTP.

 

Russian Academy of Sciences has made extremely important step for realization of specified Program, having accepted the Resolution ¹251 “Creation of the Russian - Indian Centre for Advanced Computing Research” followed by Resolution ¹293 of 16.11.99.

 

 

Within one and a half year huge work on preparation of necessary documents, their legal expertise by Russian and Indian sides was done.

In July, 2000 the first Meeting of  governing body of the Russian - Indian Centre - the Joint Committee, which has taken a number of organizational decisions, gathered and approved of the Charter of the Centre.

 

Some more months of hard work, including the Governmental structures of Russia, and in December, 2000 the Russian - Indian Centre was registered as independent legal structure.

 

 

Official inauguration of the Russian - Indian Centre was held on July, 3, 2000. In the ceremony took part:

1. The main research, technological and engineering works under contracts and contracts.

 

  The Centre started practical scientific and organizational activity since March, 2001. All activity of the Centre was held following the directions authorized by the Joint Committee of the Centre.

 RICCR participates in performing of some programs of Russian Academy of Sciences, and also carries out researches within the framework of agreements on scientific and applied software.

 In 2004 within the framework of Russian Academy of Science Program of basic researches ¹ 16 " Mathematical modelling and intellectual systems " State Ñontract ¹10002-251/Ï-16/021-022/280504-362 from 09.04.04 on implementation of research and developments in the areas of turbulence and hydrodynamical, designing of perspective samples of new technics, development of computer models of processes in a brain of the person was signed

 

To facilitate the fulfillment of the State Contract nine groups of researchers and leading experts from the Central Aerohydrodynamic Institute, Institute for Computer Aided Design of the Russian Academy of Sciences, the Burdenko Hospital, the Moscow Physical and Technical Institute and the Moscow State University:

Besides the State Contract, the Center signed and fulfilled a number of Contracts for scientific research and the development of applied software products on the theme titled The Development of Mathematical and Software Means Aimed to Solve the Direct Task of the Seismological Survey:

­           Contract No. 01-04 of January 5, 2004 titled The Development of the Software Structure to Facilitate the Solution of the Direct Task of the Seismological Survey.

­           Contract No. 02-04 of April 1, 2004 titled The Development of the Calculation Module for the Software Complex to Solve the Direct Task of the Seismological Survey.

­           Contract No. 04-04 of May 15, 2004 titled The Development of the Service Module for the Software Complex to Solve the Direct Task of the Seismological Survey.

­           Contract No. 05-04 of June 1, 2004 titled The Coupling of the Interface (Service Module) with the Calculation Module.

­           Contract No. 07-04 of September 1, 2004 titled The Testing of the Software Complex Aimed at the Solution of the Direct Task of the Seismological Survey.

­           Contract No. 08-04 of October 1, 2004 titled The Use of the Software Complex to Study the Phenomenon of the Sound Wave Scattering in Geophysics.

­           Contract No. 09-04 of November 16, 2004 titled The Development of the User’s Guide and other Documentation for the Software Complex to Study the Phenomenon of the Sound Wave Scattering in Geophysics.

 

Together with ICAD RAS the Center submitted the application and received the order for performance of works under the Program of Russian Academy of Science «Support for young scientists». The contract No. 03-04 of April 30, 2004 to develop the experimental model of a digital portal for the distance education was signed and fulfilled.

 

In 2004 the Center signed with the Central Aerohydrodynamic Institute Contract
 No. 09-04/T of November 1, 2004 for the lease of computer time at the BBK PARAM 10000 and consultative and methodological services on the use of Supercomputer PARAM 10000 and fulfilled it.

 

The experts of the Center also fulfilled the order of the Institute for Computer Aided Design of the Russian Academy of Sciences to organize and conduct the Russia-Japan symposium under the title of Turbulence and Instability. Contract No. 06-04 of August 20, 2004.

 

2. The basic results of scientific - organizational activity.

 

In 2004 the most important event of the Center life was the signing of the financing Contract between the Russian-Indian Centre for Advanced Computing Research and the I2IT, Pune to create the I2IT branch in Moscow on October, 24. The prospective title of the Project is I2IT-Moscow.

The Project is implemented with the participation of the Moscow State University named after M. V. Lomonosov, the participation being confirmed by an Agreement signed between the Russian-Indian Centre for Advanced Computing Research and the Moscow University on December 8, 2004.

            The work on the Project is performed at the Russian-Indian Centre for Advanced Computing Research branches. and the Faculty of Global Processes of the Moscow State University named after M.V. Lomonosov, and the Information Technologies Department (headed by Academician O. M. Belotserkovsky), and the Research and Education Center for Computer Modeling and Safe Technologies of the Moscow State University.

 

            In 2004 the Indo-Russian Center also actively cooperated with the Institutes of the Russian Academy of Sciences.

            Following the Enactment of the Russian Academy of Sciences No. 10107818 of September 24, 2004, the Russian-Indian Centre for Advanced Computing Research has taken part in the preparation for and the conduct of the “TechSummit-2004” International Conference-Exhibition which took place in Delhi on October 19-20, 2004. The Center compiled the informational and graphic materials on the activities of the 20 institutes of the Russian Academy of Sciences, produced posters, booklets, CDs and other presentation stuff which were displayed at the booths of the Institutes of the Russian Academy of Sciences.

3. The international events, conferences, seminars, meetings, visits, receptions.

 

The visit of the delegation of Russian scientists to India took place from January 9, to January 23, 2004 within the framework of the Integrated Long-Term Cooperation Program (ILTP).

The delegation included:

­   Academician O. M. Belotserkovsky, the head of the delegation, Director of the Institute for Computer Aided Design of the Russian Academy of Sciences, the President of the Russian-Indian Centre for Advanced Computing Research.

            The delegation visited the cities of Delhi, Trivandrum, Pune. It held a number of negotiations, signed documents.

 


  

The Russian delegation participated in the IndiaSoft 2004 International Exhibition held in New Delhi, India, on February 10-22, 2004. The Russian-Indian Centre for Advanced Computing Research participated in the show in one booth with C-DAC, Pune, India, its founder and strategic partner.

 

The membership of the Russian delegation included representatives of the Institutes of the Russian Academy of Sciences and of the industry S&T organizations.

 


 

The seminar titled The Contemporary Problems in the Study of Fast Processes and Phenomena of Catastrophic Nature was held on March 15, 2004; it was devoted to the 75th birthday of V. P. Korobeynikov, the corresponding member of the Russian Academy of Science.

 


  

The meeting of the Russian part of the Joint Committee of the Russian-Indian Centre for Advanced Computing Research took place on May 27, 2004.

The Joint Committee has heard and approved the Annual Reports of 2002-2003 presented by Academician O. M. Belotserkovskii, the President of the Russian-Indian Centre for Advanced Computing Research, and the report on Main Directions in the Activity of the Russian-Indian Centre for Advanced Computing Research in 2004-2005.

 


  

The meeting of the working group on the implementation of the I2IT-Moscow project was held on May 31, 2004. The members of the group discussed concrete steps aimed to start the operation of the Branch of the International Institute of Informational Technologies created in cooperation with the Indian partners (I2IT, Pune).

 


 

The 3rd session of the Joint Committee of the Russian-Indian Centre for Advanced Computing Research took place on September 29, 2004.

The session approved reports on the research, organizational, technological and financial activities of the Center in 2002-2003.

The Main Directions of the Center operation in 2004-2005 were approved.

    


 

The Russian delegation took part in the TechSummit 2004 International Exhibition which was held in New Delhi, India, on October 19-20, 2004.

The membership of the Russian delegation included the representatives of the Institutes of the Russian Academy of Sciences and of the industry research centers.

      


The working visit of the Russian-Indian Centre for Advanced Computing Research to I2IT, Pune, India, took place on December 9-17, 2004.

The membership of the delegation included:

­           O. M. Belotserkovsky, Academician, President of the Russian-Indian Centre for Advanced Computing Research;

­           Ye. R. Pavlyukova, the President’s Assistant.

A number of working meetings were held in the course of the visit. The main topic of negotiations was the coordination of the program to open the Moscow Branch of the International Institute of Informational Technologies.

Academician O. M. Belotserkovsky delivered a report at the Meeting of the Research Board of the International Institute of Informational Technologies.

The working meeting of the Russian-Indian Centre for Advanced Computing Research President and the Director of the C-DAC, Pune, Mr. Purokhit, also took place. The issues of S&T cooperation between the Russian-Indian Centre for Advanced Computing Research and C-DAC were discussed at it.

 

 


4. Organizational – practical activity.

             

A dummy layout for The Thesis of Research Reports was made and the copies of the reports were printed for the International Russia-Japan Symposium titled Turbulence and Instability.

The Contract for the production of a number of support materials for the preparation and conduct of the International Russia-Japan Symposium titled Turbulence and Instability was fulfilled.

            The Report on the TechSummit-2004 International Conference-Exhibition was prepared and distributed in 50 copies.

Acting in cooperation with the Institute for Computer Aided Design of the Russian Academy of Sciences, the Center filed an application and received an order to perform work on the Program of the Russian Academy of Sciences titled The Support of Young Scientists. The Contract No. 03-04 of April 30, 2004 to develop the experimental model of the digital portal for distance education was signed and fulfilled.

            The Contract ¹ 23À from 28.11.03 on carrying out of Auditor inspection for the period with 01.01.2003 on 30.03.2004 is made. According to results of inspection the reporting of the Center is confirmed. The members of the administration of the Russian-Indian Centre for Advanced Computing Research have performed considerable work to correct the mistakes and eliminate faults revealed in the Financial Audit Act.


 

5. The Centre Report.

 

In September, 2004 at RICCR President acad. O.M. Belotserkovskii there took place the 3rd Meeting of Russian-Indian Centre for Advanced Computing Research Joint Committee. On the 29th of September the Committee listened to the following reports

 

  • the Report of RICCR President, academician O.M.Belotserkovskii about scientific activity of the Centre in 2003 and about Main Fields of RICCR activity in 2004-2005.
  • the Report of Executive Director L.I.Kornaukhova on organizational - technical and financial activity of the Centre.

 

Activity of the Centre is approved, Main Fields of activity of the Centre for 2004-2005 are authorized.

 

Incorporated into Russian Academy of Sciences structure RICCR presents reports on various aspects of its activity to governing bodies of RAS.

 

In the frames of summarizing of RICCR in 2004 and planning of its activities for the period of 2005 the following basic directions of activities of the Center are allocated:

 

I.Basic and Applied researches with the use of  advanced computer facilities.

It is planned:

-       To continue works within the framework of RAS Program “Mathematical
 Modelling - 2005”

-             Joint researches with VSSC, organization of joint Workshop at Bangalore, India.

 

II. Education and work with young scientists under innovative projects.

-       The organization of the International Institute of Information Technologies Moscow branch together with I2IT, Pune

-       To continue work under the program of the Russian Academy of Science « Support for young scientists »

 

III. Organization and participation in the International forums (conference, seminars, exhibitions).

It is planned:

-             the conduct of the mutual seminar in Bangalore, India;

-             the start of teaching the first group of Indian students (20 students);

-             the International Exhibition-Seminar in Delhi;

-             the Seminar with VSSC (Moscow);

Premises

Due to Enactment of RAS ¹11600-597 of November 19, 1999 there was prepared, co-ordinated, signed and registered in accordance with the prescribed order in the Real-Estate Agency of RAS Agreement ¹1oc-2001 of June 04, 2001 with ICAD RAS “On free-of-charge lending premises”. The Centre has received 600 square meters for 10 years.

Repaired and equipped with computational and organizational techniques are two office-rooms of the Centre (¹¹ 11-57). The computers are linked up to the local and Internet networks.

The Centre is equipped with fax and telephony, e-mail, copiers Konica, digital camera, scanner, device for laminating and stitching.

In 2002-2003 are obtained in addition: personal computer "Note-Book", liquid-cristal monitor, more modern scanner.

 

Repaired and equipped as a conference-hall for 70 persons is one of the apartments which were put for Centre’s disposal under agreement with ICAD RAS, having total area about 100 square meters. The conference-hall is equipped with modern sound system, plasma-screen, computer-projector. A buffet-services are available at the conference-hall.

 

In the  premise  of  Computer  Centre  ICAD RAS - RICCR it is installed color plotter Hewlett Packard Design Jet 800.

 

Equipment

Prepared, co-ordinated, signed and registered in accordance with the prescribed order in the Real-Estate Agency of RAS Agreement ¹2oc-2001 of June 04, 2001 with ICAD RAS “On free-of-charge lending techniques”. The Centre has received supercomputer “PARAM-10000” for 10 years.

ÄFor operating with PARAM-system 10 working places (equipped with PC, printers, etc) were organized in the Terminal Hall and offices of the Centre.

 

 

For increase the efficiency of the Centre activity in the field of scientific researches and business agreements on cooperation with a number budgetary and commercial structures in Russia and India were signed.

 

In Russia.

 

The Center continued its work on the Agreements on S&T cooperation with the Central Aerohydrodynamic Institute, the Institute of Numerical Mathematics of the Russian Academy of Sciences, the Design Bureau for Information, Hydroacoustics and Communication. The Center established close cooperation with the experts from the Burdenko Hospital, Moscow. It worked on the organization of the Indo-Russian seminar with the Tyumen State University and the Institute for the Problems of the Development of the North of the Russian Academy of Sciences. This institute has been included as a co-executive in the newly opened ILTP Project titled Mathematical Modeling and Visualization.

 

On the basis of supercomputer PARAM 10000 there was organized Centre of Collective Use (CCU).

In India.

 

1. The basic customer and partner RICCR in India is C-DAC, Pune. Both Centres signed the report from 13.11.02 in which were planned scientific directions for continuation of cooperation, and also mutual promotion of production each other in the markets of Russia, India and other countries.

2. The Russian-Indian Centre for Advanced Computing Research signed a Contract with the International Institute of Informational Technologies, Pune, to create the I2IT branch in Moscow.

3. The arrangement on direct cooperation with VSSC (Trivandrum) is achieved. VSSC and RICCR have agreed upon the organization by the group of Russian scientists of a series of lectures in the field of aerodynamics and aeroacoustics for scientists of VSSC in Trivandrum.

The Russian version of WEB-site was introduced in the Internet July 1, 2001.

The English version - January 20, 2002.

 

In 2004 the design of the Centre site is updated.

 

The site is supported in an actual condition.
